Employment Security Commission Cries Out for Reform

The General Assembly returns Tuesday to address an oversight by the state's Employment Security Commission (ESC), another example in a long list of missteps by the agency. Now at a crisis stage, the business community urges legislators to make reforming this agency a top priority when they return in January.

As far back as 2005, the S.C. Chamber of Commerce warned the agency about the insolvency of the unemployment trust fund. State law requires the ESC commissioners to present recommendations to the General Assembly and the governor if the fund is heading toward insolvency. With no recommendations made by the commissioners or the agency, the fund became insolvent in December. By the end of this year, South Carolina will have borrowed close to $1 billion to pay unemployment benefits. Though it will ultimately fall to businesses to repay the federal government, the commission waited until April to issue its very first recommendations. Just this fall, it proposed more than doubling taxes on already-struggling businesses in the state. Click here to read more.

It's Not Too Late to Register for HR Institute
Just because you missed Module 1 doesn't mean it's too late to sign up for the South Carolina Chamber of Commerce's popular HR Institute. In these challenging times, professional development opportunities can be difficult yet necessary for career growth. Staying up-to-date with the ever-changing HR laws and regulations is more important than ever. During the HR Institute, you will learn the most recent changes in workplace legislation, which will give you the knowledge that can protect your organization from risk.

Module 2 will cover important topics, such as model employee policies, workplace immigration, HR file cabinet as well as a SPHR overview. This Module has been pre-approved for 12.5 recertification credit hours toward PHR, SPHR and GPHR recertification through the HR Certification Institute.

State's Top Business Executives to Discuss South Carolina's Future
A business summit next week in Columbia will explore how South Carolina can prosper over the next four years and will feature information and analysis from the top business minds. The 2009 Carolina Business and Economic Summit, sponsored by the Carolina Business Review public TV program, will be 5 to 7:30 p.m. November 4 at the ETV Telecommunications Center at 1041 George Rogers Blvd. in Columbia.
