Healthy Families Act Would Hurt Small Employers
Representative Rosa DeLauro (D-CT) and Senator Ted Kennedy (D-MA) recently introduced the Healthy Families Act, (H.R. 2460 / S.1152) with 101 cosponsors on the House version and 20 cosponsors on the Senate version. The legislation would require employers with 15 or more employees to provide one hour of paid sick leave for every 30 hours worked. Employers would be required to provide a maximum of 56 hours of leave each year that could be carried over to the next year. Following the bill's introduction, the National Association of Manufacturers Vice President Jeri G. Kubicki issued a statement regarding “one-size-fits-all” mandates on employers, such as the Healthy Families Act. "As manufacturers struggle to create and retain jobs in the United States, it is not wise for Congress to propose a burdensome mandate on employers," said Kubicki. To view the NAM statement in its entirety, click here.

Cap-and-Trade Legislation Update
House Energy and Commerce Committee Chairman Henry Waxman (D-CA) and his 58 committee colleagues have started marking up H.R. 2454, the 946-page-long Substitute Amendment to the American Clean Energy and Security Act of 2009. After weeks of negotiations among committee members, Chairman Waxman has bypassed the legislation's traditional subcommittee of jurisdiction in favor of the full committee. The chairman has sought common ground with a plurality of committee members to support ambitious reductions of greenhouse gas (GHG) emissions by 2020 through a cap-and-trade program, among other issues. Republican members have drafted more than 200 amendments to the bill, many of which focus on the contentious Renewable Energy Standard (RES) to attempt to add flexibility to a federal standard by including sources ranging from nuclear to hydropower.
