| Annual Pintail Point Event Raises Record Dollars for Pro-Business Candidates

Last week's annual sporting clay shoot raised almost $27,000; 100 percent of the monies raised will go toward supporting the candidacy of pro-merit shop candidates all across the country. ABC National now boasts one of the largest pro-business Political Action Committees in the country, and has contributed greatly to ABC's rank as the most powerful commercial construction trade organization in the United States. "Unlike many other PAC's that will support candidates to gain access, ABC will only support those candidates who support our issues," said Dick Lombardo, of Harkins Builders. Dick serves as a trustee on ABC's PAC Committee.

MD REPEALS NONRESIDENT CONTRACTOR WITHOLDING LAW
Now that Maryland has repealed the withholding requirement for nonresident contractors, business owners have one less paperwork burden. Previously, Maryland required 3 percent of the total contract price to be withheld from nonresident contractors pending receipt of a tax clearance certificate from the state of Maryland at the completion of a contract. The withholding requirement and tax clearance procedures have been a compliance burden on many contractors since its inception in 2003.
The withholding requirement applied to most contracts to improve real property entered into with a nonresident general contractor for $500,000 or more, or for non-resident subcontractors for $50,000 or more who worked on a project where the total value of the improvements was $500,000 or more. A nonresident contractor is one who does not maintain a regular place of business in the state of Maryland.
House Bill 1143, which repeals the withholding requirement, applies to contracts entered into on or after July 1, 2007. This Bill relieves one of many compliance burdens on contractors.
